NAIROBI, Kenya Aug 9 – Political parties, candidates, campaign teams and donors have been put on notice to comply with new campaign financing rules ahead of the 2027 General Election.
The IEBC has gazetted the Election Campaign Financing Regulations, 2026, together with contribution and spending limits for the August 2027 polls.
The Commission says the regulations establish clear requirements on how campaign funds are raised, spent, recorded and disclosed.
They also provide for auditing, monitoring, verification, investigation and enforcement.
IEBC Chairperson Erastus Edung Ethekon says all persons covered by the framework must familiarise themselves with the applicable legal requirements.
“All political parties, candidates, campaign teams, donors and other regulated persons are required to comply with the Election Campaign Financing Regulations, 2026 and the prescribed Contribution and Spending Limits,” Ethekon said.
The Commission says it will continue engaging stakeholders to promote awareness and compliance with the new rules.
The IEBC’s gazettement of campaign financing regulations for the 2027 General Election follows a High Court decision that directed the electoral commission to establish a comprehensive framework for regulating campaign funding.
The case arose from Constitutional Petition No. E540 of 2021, consolidated with Petition E546 of 2021, Katiba Institute & 3 Others v Independent Electoral and Boundaries Commission & 3 Others.
The petitions challenged, among other issues, Parliament’s revocation of provisions relating to campaign financing following the publication of contribution and spending limits in August 2021.
The High Court directed the IEBC to develop the necessary regulations, subject them to public participation and establish a framework for setting contribution and spending limits under the Election Campaign Financing Act.
The Commission says it subsequently undertook a comprehensive review of the regulatory framework ahead of the 2027 elections.
