NAIROBI, Kenya, Aug 18 – The Energy and Petroleum Regulatory Authority (EPRA) has started the process of recruiting a new Director General (DG) following the resignation of Daniel Kiptoo in April amid investigations into alleged manipulation of national fuel stock data.
EPRA has advertised the position, with applicants required to be Kenyan citizens with a Bachelor’s degree from a recognised university and at least seven years’ senior-level experience, including a minimum of two years’ experience in the petroleum and energy sector.
The successful candidate will provide strategic leadership and direction at the regulator, oversee the technical and economic regulation of the energy sector and strengthen internal monitoring and control systems.
“The appointment will be for a contractual period of three (3) years renewable once for a similar period of time subject to satisfactory performance and mandatory retirement age,” EPRA said in the advertisement published in local newspapers.
Following Kiptoo’s resignation, EPRA appointed Joseph Oketch as acting Director General pending the recruitment of a substantive office holder.
Kiptoo resigned amid investigations into claims that national fuel stock data had been manipulated, allegedly creating a false perception of a supply shortage and contributing to emergency fuel procurement within the energy sector.
The investigations also led to the resignation of former Petroleum Principal Secretary Mohamed Liban and Kenya Pipeline Company (KPC) Managing Director Joe Sang after they were linked to the alleged fuel stock manipulation.
The alleged scheme is reported to have created an artificial sense of fuel scarcity, prompting measures to secure additional supplies.
The new EPRA chief will therefore take charge of the regulator as investigations into the alleged fuel stock manipulation continue, with the authority seeking to strengthen oversight of Kenya’s energy and petroleum markets.
