NAIROBI, Kenya, Feb 15 – Defence Cabinet Secretary Aden Duale has reiterated the government’s commitment to fully operationalize the Kenya Space Agency (KSA), an entity charged with promoting, coordinating, and regulating space-related activities in the country.
Duale said Wednesday that his ministry is diligently working to ensure the KSA is adequately staffed with the necessary personnel to facilitate seamless and effective operations.
The Defense CS made the remarks when he appeared before the National Assembly Public Investment Committee on Governance and Education where he addressed queries raised by Members of Parliament.
He outlined steps being taken to ensure that senior management and other technical positions within the agency have the required job security and attractive terms and conditions of service.
Duale informed the committee, chaired by Bumula lawmaker Jack Wamboka, that KSA has secured approval from both the Salaries and Remuneration Commission (SRC) and the State Corporations Advisory Committee (SCAC) for the development of human resource instruments, job evaluation grading, career progression guidelines, and the human resource policy.
Despite acknowledging budgetary challenges hindering the implementation of recommendations, Duale disclosed that the National Treasury has requested a comprehensive proposal from KSA regarding the phased implementation of the approved salary and remuneration structure, which the agency is actively working on and will submit in due course.
Duale assured committee members of his commitment to collaborating closely with the Cabinet Secretary in the Ministry of National Treasury and Economic Planning to secure necessary approvals and ensure the fulfillment of the KSA staff establishment.
He reiterated the Ministry of Defence’s (MoD) determination to elevate KSA into a fully-fledged government parastatal, underscoring its pivotal role in contributing to the socio-economic development of the country by providing crucial data essential for strategic decision-making.
Accompanying Duale were Vice Chief of Defence Forces (VCDF) Lieutenant General Jonah Mwangi, KSA Director General Brigadier Hillary Kipkosgey, and other senior officials from KSA.
