NAIROBI, Kenya, Jun 17 – Naisiae Paloshe Tobiko has been appointed Chief Executive Officer and Commission Secretary of the Commission on Administrative Justice (CAJ), ending a distinguished career spanning more than 15 years at the Independent Electoral and Boundaries Commission (IEBC).
The appointment was announced Tuesday by the Commission on Administrative Justice, popularly known as the Office of the Ombudsman, following the conclusion of a competitive recruitment process conducted in accordance with constitutional and public service requirements.
CAJ Chairperson Charles Dulo said Tobiko emerged as the successful candidate after a rigorous evaluation of qualifications, professional competence, leadership capabilities and suitability for the position.
According to the Commission, the recruitment exercise attracted 40 applicants from diverse professional backgrounds, with 10 candidates eventually shortlisted and interviewed.
Tobiko joins the Commission from the IEBC, where she most recently served as County Elections Manager and provided strategic leadership in the management of electoral operations, institutional planning, stakeholder engagement, financial management and governance processes.
She has held several senior positions during her tenure at the electoral agency, including Manager of Commission Services, Manager of Field Services, Office Executive to the Chairperson, Personal Assistant to the Chairperson and Constituency Elections Coordinator.
The Commission described her as a seasoned governance, electoral management and public administration professional with more than 15 years of progressive leadership experience in public service.
Tobiko holds a Master of Arts degree from the University of Nairobi and a Bachelor of Arts degree in Communications from Daystar University, with electives in Psychology and Community Development.
She has also undertaken specialised professional training in strategic leadership development, democratic elections management, public relations and public administration.
The Commission said her appointment marks a significant milestone in strengthening institutional leadership and governance within the organisation.
As CEO and Commission Secretary, Tobiko will serve as the institution’s accounting officer and oversee implementation of the Commission’s programmes and policies, while spearheading efforts to improve operational efficiency and stakeholder engagement.
The Commission said she will also play a key role in advancing its constitutional mandate of promoting administrative justice, addressing maladministration in public service, facilitating access to information, enhancing accountability and transparency in public institutions and safeguarding citizens’ rights in their interactions with public bodies.

The Commission on Administrative Justice is mandated to investigate maladministration in public institutions, promote access to information and uphold fair administrative action in accordance with the Constitution.
