NAIROBI, Kenya, Oct 27 – A group of Football Kenya Federation (FKF) General Assembly representatives has issued a show-cause notice to federation president Hussein Mohammed, seeking an explanation over alleged governance, financial management and administrative concerns.

The notice, dated October 27, 2026, asks Mohammed to respond to six charges relating to the implementation of National Executive Committee (NEC) resolutions, financial oversight, league regulations, human resource management, appointments to federation committees and the accuracy of official meeting minutes.

The representatives are seeking to have Mohammed explain why disciplinary action, including possible removal from office, should not be considered under the FKF Constitution.

The allegations remain unproven, and the notice provides for Mohammed to submit a written response and present his position before any determination is made.

Among the concerns raised are the alleged failure to implement resolutions adopted by the NEC, including recommendations from a transitional committee established in December 2024 to review the federation’s governance, procurement, financial management and human resource systems.

The document also raises questions about the allegedly preparation and approval of the federation’s 2026 budget, the implementation of banking signatory arrangements and the accountability of funds allocated for national team activities and preparations for the 2024 African Nations Championship (CHAN).

The representatives are seeking explanations over the management of those funds, including expenditure authorisations, supplier engagements and financial reconciliation. The allegations do not, in themselves, establish that funds were misappropriated or that any criminal offence occurred.

On competition management, the notice questions the process through which league structures and competition regulations for the 2025/2026 and 2026/2027 seasons were communicated and implemented, alleging that certain decisions may have proceeded without all the required approvals.

The document further raises concerns about administrative continuity following the expiry of an acting appointment in the federation’s secretariat, as well as the appointment of national team technical staff and individuals to committees and assignments without what the representatives describe as the necessary approvals.

A separate charge concerns the handling of NEC minutes, with the representatives alleging that certain records were altered or presented as confirmed before the committee had formally approved them.

The notice cites provisions of the FKF Constitution and refers to the federation’s governance obligations as a member of the world football governing body FIFA and the Confederation of African Football (CAF).

Under the proposed process, Mohammed is required to respond to each allegation, provide relevant documents and identify any witnesses or other material he considers necessary to his defence.

The notice sets November 4, 2026, as the response deadline and identifies November 7 as the date for a proposed Special General Meeting at Three Steers Hotel in Meru, where the matters are expected to be considered, subject to the applicable constitutional procedures.

The representatives state that Mohammed will have an opportunity to challenge the evidence, make representations and seek procedural clarification before any decision is reached.

The General Assembly may consider a range of measures, including a reprimand, corrective action or dismissal from office, depending on the evidence presented and the outcome of the process.

The document also states that any decision must comply with the FKF Constitution and applicable law, adding that the allegations should not be treated as established findings of misconduct.

The development comes amid wider disagreements within the federation’s leadership over governance, financial oversight and the handling of key administrative matters.

The outcome of the proposed proceedings will depend on the response to the notice, the evidence presented and the validity of the process under the federation’s governing rules.
