NAIROBI, Kenya, Aug 2 – The Presidential Working Party on Education Reform (PWPER) has proposed the increase of school capitation and subject reviews triennially to address a funding gap.
In its final report presented to President William Ruto on Tuesday, the Prof. Raphael Munavu-led team recommended the increase of Pre-Primary capitation by Sh1,170 and doubling of capitation for Primary level to Sh2,238 per learner.
Additionally the task force recommended capitation for Junior Schools to be increased by Sh15,043 and Sh22,527 for Senior [Day] Schools per learner.
Munavu’s team also proposed a Minimum Essential Package for schools.
“Adopt a Minimum Essential Package (MEP) to schools of Sh70,200 for Pre- Primary, Sh537,120 for Primary education, Sh2,030,805 for Junior School, Sh3,041,145 for Senior School,” PWPER proposed.
Other proposals include Sh19,800 for Special Needs [Day] Institutions and Sh38,280 for Boarding.
PWPER also proposed that the Kenya Institute of Curriculum Development review the Adult and Continuing Education (ACE) and Adult Teacher Education Curricula with a view to be in harmony with CBC.
“KICD should review ACE and Adult Teacher Education Curricula to provide accelerated curricula with equivalences and linkages to formal education,” the report read in part.
The task force recommended the introduction of a mandatory three-month community service program for Senior School graduates before joining tertiary institutions.
Further, the task force proposed implementation of a nine-month mandatory community service upon completion of tertiary education and issuance of a certificate of compliance as proof before entering the workforce.
PWPER proposed the institutionalization of linkages between TVETs, industries and government projects and development of pathways for continuity between TVETs and Universities.
