NAIROBI, Kenya, Apr 10 — The Elections Observation Group (ELOG) has raised concerns over the unexplained addition of six candidates to the shortlist for commissioners of the Independent Electoral and Boundaries Commission (IEBC), calling on the IEBC Selection Panel to publicly clarify the criteria used in the decision.
In a statement released Thursday morning, ELOG acknowledged the panel’s efforts in consistently updating the public on the recruitment process but noted the unexplained decision could erode public confidence in the process.
The group flagged the unexplained addition of six names—Hassan Noor Hassan, Jibril Maalim Mohamed, Michaels Ben Oliewo, Charles Kipyegon Mutai, Stephen Kibet Ngano, and Joel Mwita Daniels—after the initial list of 105 candidates was published on March 14.
A revised list on March 25 brought the total number to 111.
“While we commend the panel for the timely updates and for completing the Chairperson interviews between March 24 and 26, the process surrounding the inclusion of the additional six candidates lacks clarity,” ELOG stated.
“Transparency is not a formality—it is the cornerstone of trust in our electoral systems.”
Public confidence
ELOG expressed concern over the apparent deviation from standard procedure.
The observation group stressed the urgency of finalizing the appointments due to time constraints on the IEBC’s mandate, but reiterated that speed should not come at the expense of credibility.
“We understand the country cannot afford delays in constituting a fully functional IEBC, especially as we prepare for upcoming by-elections and the broader electoral calendar,” ELOG stated adding “the process must not leave room for doubt or suspicion.”
ELOG urged the Selection Panel to issue a public explanation on the selection method used for the additional names and to ensure that all stages of the recruitment process adhere strictly to principles of transparency and accountability.
The lobby reaffirmed its commitment to monitoring the ongoing recruitment and releasing timely reports to ensure the process remains above reproach.
